The Gunners have had two bids rejected for the Uruguayan, who has made no secret of his desire to leave the Anfield club this summer.
Arsenal's latest offer was an unsuccessful attempt to trigger a release clause in Suarez's contract with a £40,000,001 (€46m) bid, prompting Brendan Rodgers to suggest a lack of class from the club, but Wenger was staunch in his defence.
"We try [to act properly], we always try to act properly," Wenger told reporters.
"But the transfer is always an agreement between three parties. We have always done that."
Yaya Sanogo remains Arsenal's sole new addition during the transfer window after missing out to Napoli for Gonzalo Higuain and Rodgers remains confident that they will also fail to sign Suarez.
